ECIPE Lunch Seminar: Post-Mandelson Anti-dumping in the EU
Anti-dumping is at the heart of EU trade-policy making. In 2006 Peter Mandelson made it his priority to lead efforts to foster the idea of reform of the EU’s use of this controversial trade instrument. But his 2006 Green Paper on trade defence instruments failed to generate support within Europe and was shelved in early 2008.
Since 2006, the volume of anti-dumping investigations has continued to increase, generating a substantial burden on international trade. Two weeks ago the Commission launched the latest review of current anti-dumping measures, involving imports of leather shoes from China and Vietnam. EU anti-dumping practice is not transparent and can easily degenerate into protectionism. The need for comprehensive review and reform within the EU has not gone away. But Peter Mandelson – the reform agenda’s pioneer – has.
This seminar will ask the question – what now for the future of anti-dumping in Europe? From where and from whom will the impetus for reform come? And in what direction does anti-dumping policy need to move?
